Medical cannabis for visitors to Puerto Rico
A US state medical cannabis card may be recognized in Puerto Rico, but not automatically. Three conditions must all hold: the issuing jurisdiction has medical cannabis legislation, your patient ID is current, and the issuing state maintains a verifiable database a Puerto Rico dispensary can check (Ley 42-2017 Art. 2(v), and Junta guidance published with data as of March 2025). Your card establishes eligibility; the dispensary still has to verify it.
If any condition does not hold, a clinic licensed by the Puerto Rico Department of Health can certify you as a non-resident patient. Start your request before you travel and complete the consultation once you are in Puerto Rico. No Puerto Rico residency is required (Art. 12).
Note before you fly home: Puerto Rico prohibits taking the product off the island, even to a state or jurisdiction where medical or recreational use is legal (Art. 149(A)(17)).
